Timothy D. Crowe
Tim Crowe is a criminologist with over thirty years of experience in law enforcement, delinquency control, crime prevention, and architectural approaches to behavior management and is the former Director of the National Crime Prevention Institute (NCPI).He studied classics and architectural history in Florence, Italy, and holds a Master of Science degree in Criminology from Florida State University. He is author of Crime Prevention Through Environmental Design, 2nd Edition, (Butterworth-Heinemann 2000).

Dr. Tim Pascoe specializes in carrying out qualitative and quantitative research investigating community safety issues and crime prevention measures. The main thrust of the research has been the evaluation of current guidance on crime prevention and the development of a method of risk assessment for crimes to enable the selection of the most appropriate package of crime prevention measures. This work which has been carried out with a number of bodies including police forces, local authorities, government departments, insurance companies, etc. has resulted in a publication record which has added to the understanding of the problems and solutions. Examples particularly relevant to this bid would include crime auditing for CDRPs and the evaluation of CDRPs for Government Offices. Tim Pascoe has been working in these areas since 1989, and this experience has intensified since he moved to PRCI. In addition, he is a founder-member and current Chairman of DOCA-UK (the Design Out Crime Association), an International Director of the ICA (the International CPTED Association), and an external examiner for the Home Office Crime Reduction Centre. He is also a member of Cranfield Management Association; serves on BSI working group - B/209/10/2 - Security of Buildings Against Crime Parts 1-3; UK nominated expert to serve on CEN/TC 325/WG2/ Prevention of Crime by Urban Planning & Building Design - Area Planning; Chairman for CEN/TC 325/WG3/ Prevention of Crime by Urban Planning & Building Design - Individual Buildings. Nancy Howard joined Rhode Island LISC in February 2004 as the Community Safety Initiative Coordinator working to build partnerships between police departments and community development corporations. Prior to coming to Rhode Island, Nancy lived in the Twin Cities where she worked with the Saint Paul Police Department as a crime prevention specialist doing community outreach and violence prevention and was the director of community relations for Hamline University. Nancy holds a Master of Social Work in community organizing from the University of Connecticut and a Bachelor of Science in Urban Planning and Sociology from Sacred Heart University.
Panelists include the Providence Police Department, the Parks Department and representatives of community organizations. It will be moderated by Rhode Island Local Initiatives Support Corporation's (LISC) Community Safety Initiative (CSI).

Terry Cocks has been a police officer for 26 years and for the last 10 years he has been a Crime Prevention Design Adviser with the Metropolitan Police in Camden. Terry has published papers on the design of hospitals and hotels. He is the co-creator of the internationally recognized methodology for completing visual audits known as "COPS". Terry has spoken at conferences in UK, Europe and Canada. Paul van Soomeren (1952) studied Social Geography at the University of Amsterdam and Urban and Regional Planning at the same University. He worked at the Ministries of Justice and Interior Affairs (National Crime Prevention Institute) for three years and in 1984 founded with Bram van Dijk a private consultancy and research bureau under the name DSP-groep ( www.dsp-groep.nl ).
DSP-groep is an independent research and consultancy bureau specialising in urban planning and design, crime prevention, education, sports/leisure, art and culture and social management. The bureau carries out assignments for local and national government, European institutions, non-profit organisations and private companies. Armando Jongejan EMIM, is a Captain with the Dutch Police Force, North Holland North Region. Since 1995 he has been project manager for the Police Label Secure Housing in the Netherlands. During the experimental period of the project he was the advisor for the Dutch Steering Group Experiment Public Housing (SEV) in Rotterdam. Armando has co-authored many articles for European journals on Safe by Design and CPTED. Since 1995 he has conducted several presentations in the Netherlands and Europe: E-DOCA & DOCA-UK European seminar in Barcelona (Spain) 2002 COPS - Athens (Greece) 2004 Police Academy Münster (Germany), 2004 Central Saint Martins College of Art and Design in London (UK) 2005, Home Office - Germany (December 2006) and city of Madrid - Spain (January 2007).

Robert Otterstatter has over eighteen years of law enforcement experience, the majority of his sworn experience was gained at the Weld County Sheriff's Office in northern Colorado. Rob had served the communities of Weld County as a Community Liaison in the Sheriff's Office Community Resource Division and was instrumental in implementing numerous community-betterment programs in such areas as; methamphetamine education, alcohol abuse and it's related trauma and death, community cybercrime education, and Crime Prevention Through Environmental Design (CPTED). In addition to his law enforcement experience, Rob has held the position of adjunct professor, teaching criminal justice-based courses to college and continuing education students and Colorado State P.O.S.T. Academy police cadets at Aims Community College in Greeley, Colorado. Rob now has the distinct pleasure of overseeing CPTED and crime prevention training for the National Crime Prevention Council in Washington, DC and is now serving communities throughout the United States of America. Rob is very active in his community as a member of the Freemasons, as a 32 ° Scottish Rite Mason and a York Rite Knights Templar, and actively participates on Masonic education and degree teams. Rob has had the honor of being presented a Lifetime Presidential Service Award by President George W. Bush and working on the President's Secret Service security detail in 2004, received the Military Order of the Purple Heart's Distinguished Service Award for service to his community, and numerous other community-oriented awards.
Rob holds a baccalaureate degree in criminal justice, a master of arts in post-secondary education, and currently working on his doctorate in educational leadership.

Randy Jamieson, OALA, CSLA
Randy is a senior Project Manager with the Development Section of Community Services Department in the City of Mississauga where he works with a dedicated group of people tot build the city's parks, trails, and recreation facilities. He conducts audits for the City's existing parks and recreation facilities and reviews plans of proposed parks and recreation facilities as part of the City's Mississauga CPTED Review Committee, which he has served on for the past 10 years. Randy is a Landscape Architect and a member of the Canadian Society of Landscape Architects. He graduated from the University of Guelph's School of Landscape Architecture and has been with the City of Mississauga for 14 years. Wayne Nishihama, OALA, CSLA
Wayne is an urban designer and a member of the Canadian Society of Landscape Architects. He joined the City of Mississauga in 1975 and is currently the Manager of Design in the Planning and Building Department. Wayne is a Director of the Board for CPTED Ontario and is the Chair of the Mississauga CPTED Advisory Committee. Along with Constable Tom McKay-Peel Regional Police, Wayne is involved in the CPTED training for the police and planning and design professionals. In 1996 Wayne received a Civilian Citation from the Regional Municipality of the Peel Police Services Board for his contribution in the development of CPTED in the Peel Region. In 2001 Wayne received the Public Practice Award from the Ontario Association of Landscape Architects recognizing his outstanding leadership in public practice.

CPTED principles are being utilized in a cutting-edge strategy to address the objective of the Department of Homeland Security. This session identifies the key factors associated with this strategy, which ensures that the benefits of CPTED are recognized in a timely and cost effective manner.
Additionally, learn about the recently released for ballot Standard Practice for Site Security Design by the American Society of Testing and Materials (ASTM). This Standard Practice promotes a methodology for addressing site security needs by recognizing the opportunities created through the utilization of CPTED principals.
Wilbur Peart, C.L.A.
Wilbur Part is a security consultant at William H. Gordon Associates, Inc. in Chantilly, Virginia. He is a Certified Crime Prevention Through Environmental Design (CPTED) Practitioner and has expertise in landscape architecture, planning and design as well. Mr. Peart has 22 years' experience providing public, private and federal clients with unique physical security design solutions. Some of his prominent clients have included Capital One, The World Bank, the Metropolitan Airport Authority, and the United States Marine Corps in cities worldwide.
Using his expertise in physical security attained through 20 years in the United States Marine Corps, physical security training provided by the American Society of Industrial Security, and his knowledge of urban design, Mr. Peart published a thesis in 2000 titled A Site Planning and Design Process for Antiterrorism Practices , and in 2002 he was a panel member on security design sponsored by the Harvard School of Design. Mr. Peart has also participated in many seminars and working groups sponsored by the government, law enforcement, university industry, and professional associations that address security design and CPTED practices.
Dominic R. Mason
Dominic Mason is a security consultant at William H. Gordon Associates, Inc in Chantilly, Virginia. He specializes in integrating physical security measures with site design features. A former United States Marine Corps Combat Engineer, Mr. Mason is a combat veteran, who participated in Operation Iraqi Freedom and possesses operational experience and expertise in mobility/counter-mobility operations and explosives. In addition he has experience in facility wide Anti-Terrorism/Force Protection planning and training along with traditional physical security measures.

Steven Walker has been the Force Architectural Liaison Officer for Grampian Police since 2003. Having worked for one of the largest Architectural Practices in Scotland prior to that Steven was keen to develop his knowledge and understanding of CPTED and Designing Out Crime and seen the role of Force ALO as an ideal opportunity to do so. As Force ALO Steven is responsible for promoting the principles of CPTED, Secured by Design and The Safer Parking Scheme to the building industry in the North East of Scotland.
Steven has co-wrote design guides for Secured By Design on Commercial Buildings and is the Secretary for The Association of Chief Police Offices, Crime Prevention Design Group. He has previously been the Chair of the Scottish Architectural Liaison Officer Forum and attends the Scottish Safer Communities Group on behalf of Grampian Police. In 2005 Steven produced an innovative DVD which was aimed at promoting the Safer Parking Scheme at a new level within Scotland. The Film, entitled, "The Chemistry of Crime" was launched in June 2005 and was successful in winning the 2005 Innovation Award from ACPO CPI at the national ALO training Event. Steven was also awarded the Chief Constables Award for 2005 from Grampian Police which is the highest accolade a member of support staff can achieve within Grampian Police. A Second film has since been created in conjunction with the British Parking Association which is now aimed at promoting the Safer Parking Scheme throughout the whole of the UK. This film is entitled "Solving: The Chemistry of Crime" . This film was launched at the Parkex International Conference in London in April 2006.

Stanley L. Carter, ICACP
Stanley L. Carter, ICACP, is a partner and law enforcement specialist for Carter & Carter Associates. He is a former police captain with the Sarasota, Florida, Police Department and was a founder and co-chair of the City's Crime Prevention Through Environmental Design (CPTED) Task Team. Mr. Carter initiated the formation of the Florida CPTED Network and was a founding member of the International CPTED Association (ICA). He is a past three term board member and currently acts as an ICA peer reviewer for both basic and advanced certification for CPTED practitioner. Mr. Carter holds an Associates of Arts in Criminal Justice and is a graduate of the Administrative Officer's Course, Southern Police Institute, University of Louisville. Since, 1991, he has been an associate professor with the University of Louisville's Institute for Community Security and Public Safety formerly know as the National Crime Prevention Institute.
Mr. Carter along with his wife/business partner, Sherry Plaster Carter, IACP, formed Carter & Carter Associates in 1993. The majority of the Carters work has been for non-profit and government entities. Major clients include the National Crime Prevention Council, National League of Cities, U.S. Conference of Mayors, The City of Oakland, California, San Francisco Bay Area Rapid Transit, City of Sarasota, Florida, City of Hallandale Beach, Florida, Boys & Girls Clubs of America, Youth Crime Watch of America, Robert Wood Johnson and Anna Casey Foundations and most recently, the National Center for Injury Prevention and Control (Centers for Disease Control, Atlanta, GA) and the City of Richmond, Virginia Public Schools. The Carters have provided training and technical assistance to over 45 cities across the nation and conducted CPTED assessments at over 50 schools and universities.
The Carters are currently working on a youth violence study project for CDC. In partnership with Georgia State University the project is designed to evaluate the physical and use characteristics at 50 schools in the metro Atlanta area using a tool designed by Carter & Carter for CDC. Tool results for each school will be compared with quantitative and qualitative survey data on violent and aggressive behavior. A project goal is the scientific evaluation of physical environmental characteristics as they relate to inappropriate behavior. The study protocol is under review by CDC with an anticipated data collection start date of September 2008.

Lisa Scates
Crime Prevention Specialist
Lisa Scates has 21 years experience in the public safety field. She has researched, developed, and taught CPTED and fraud prevention classes and seminars in both her private business and via her employment as a senior officer for a municipal government public safety office. She has instructed and consulted for the federal government, corporations, community groups, non-profits, and small businesses. She specializes in counterfeit currency, false identification, credit card fraud, check fraud, identity theft prevention and CPTED.
Ms. Scates started her career in the public safety field in 1985 as a Military Police Officer in the United States Army. During her tour in the Republic of Panama, she served 2 years in the undercover contraband and black market unit and 2 years as a patrol officer. After completing her tour of duty she returned to the states and began a nine-year career with the San Marino Police Department.
Since 1999 Ms. Scates has been a senior officer for The Department of Public Safety and Community Relations in the City of Palmdale, California. She is also responsible for the development and implementation of the City's CPTED review program.
During her tenure as a senior officer, she has been recognized for her accomplishments. In May 2001, she was recognized as Public Safety Practitioner of the Year and in September of 2001, the California Crime Prevention Officers Association awarded her Outstanding Crime Prevention Practitioner . She was also awarded a Certificate of Special Congressional Recognition from Congressman Howard McKeon; Certificate of Recognition from Senator Pete Knight and Assembly Member George Runner.
Ms. Scates also served as a board member for the California Crime Prevention Officers Association from 2003 to 2005. From 2001 to 2003 Ms. Scates served as a board member for the Antelope Valley Designated Driver Coalition. She has also served as an ambassador for the Palmdale Chamber of Commerce from 2001 to 2005. Since 2004 Ms. Scates has been a panelist on the ROP Law Enforcement Academy Advisory Board. Currently, Ms. Scates is a member of the National Retail Federation and California Crime Prevention Officers Association.
Ms. Scates is certified as a crime prevention practitioner via American River College; as an advanced crime prevention specialist via the American Crime Prevention Institute; in basic Crime Prevention Through Environmental Design (CPTED) via the Los Angeles County Sheriff's Department; in intermediate CPTED via the National Institute of Crime Prevention; and as an advanced CPTED specialist via the American Crime Prevention Institute.
